FAQ

Rental minimum standards (Victoria) inspections in Pakenham East: common questions

What is a rental minimum standards inspection?

A check of a rental home against the 15 standards in Schedule 4 of the Residential Tenancies Regulations 2021: bathrooms, electrical safety, heating, kitchen, laundry, lighting, locks, mould and damp, structural soundness, toilets, ventilation, vermin proof bins, windows, window coverings and window covering anchors. Each one is recorded as met or not met, with photos.

When does my Pakenham East rental need to comply?

Before you advertise it. Since 25 November 2025 the standards must be met before a property is listed or offered for rent, and still when the renter moves in. They apply to agreements from 29 March 2021, and to earlier agreements that continued month to month after that date.

Is anything left out of the inspection?

Yes. We do not certify electrical safety, and we do not do the two-yearly gas and electrical safety checks or the yearly smoke alarm check; a licensed electrician or gasfitter does those. Heaters, cooktops, ovens and other appliances are noted as present, never run or tested. Asbestos testing, mould species testing, timber pest inspection and opening up walls, floors or ceilings are not included, and rooming houses have their own standards. Any area we could not get to is listed in the report.

Do you check the electrics?

Only to record the switchboard. Electrical safety is one of the 15 standards, so we photograph the switchboard and note what is there, but compliance has to be confirmed by a licensed electrician.

What does it cost?

That depends on the size of the home. The quote form gives you a price for your Pakenham East address before you commit.

How long is the inspector on site?

Usually one to two hours for a Pakenham East house, with the report delivered within 24 hours of the inspection.

Do townhouses and units have to meet the same standards?

Yes, all 15. Apartments get one allowance on the heating standard where an energy efficient heater is unreasonable under owners corporation rules or on cost, provided a fixed heater is installed and the renter is told before signing.

What if the home does not meet a standard?

It has to be fixed before the listing goes live. The report gives a photo and a fix for each failed item, and a reinspection confirms the work in writing. A renter who moves into a non-compliant home can seek an urgent repair or end the agreement before moving in.

Is this the entry condition report?

No. The condition report documents the state of the property for the bond. This inspection decides whether it meets the legal minimum to be let. Clear the standards first, then complete the condition report.

Which areas do you inspect around Pakenham East?

Pakenham East 3810 and across Cardinia Shire, including Pakenham, Officer, Nar Nar Goon, Rythdale, Pakenham Upper and Tynong. Every inspection is carried out by a registered building practitioner.
